Reading the book would have done nothing basically. Not entirely sure what causes this quest to glitch but it seems that if you find a shard or read the book soon after you leave Helgen the quest will be doable.I ended up smithing Dwarven Arrows and quickly got my smithing level to 100. atherial crown allows you to have two standing stones but takes helmet slot.
